SQL Server 2019 Standard CAL is an access licence that legally allows specific users or devices to connect to and use the full features of a SQL Server 2019 Standard environment. It does not include the server software itself; it is an add-on licence that enables authorised access to the services provided by SQL Server 2019 Standard.
The CAL is available as either a 1 USER CAL, which grants one named user access from any device, or a 1 DEVICE CAL, which permits multiple users to access the server from a single specified device. Each licence activates one device and remains valid only while that device is operational; the licence cannot be reused.
